C-TPAT is a voluntary program of the U.S. Department of Homeland Security's All Customs Border Protection (USCustomsandBorderProtection, or "CBP") in propose to create after the September 11 incident and was officially implemented on April 16, 2002. Suppliers Face More Strict Supervision


First of all, local manufacturers/suppliers, as business partners of U.S. importers, will face higher safety procedures and stricter monitoring by importers. Since March 25, 2005, CBP has further tightened security requirements for its U.S. importer members, including requiring importers to establish written and verifiable procedures to select business partners, including manufacturers, product suppliers and sellers; Importers must also have documents proving that all business partners in the entire supply chain meet the safety standards of C-TPAT (or the standards of equivalent supply chain security programs implemented by foreign customs authorities).


Supply chain security becomes part of global procurement requirements


The concerns of importers/countries (not limited to the United States, and whether C-TPAT or not) about supply chain security will make security considerations part of the procurement requirements. Importers will place safety responsibility on manufacturers through orders, certificates, codes of conduct, dealer manuals, etc.
